PRIORITIES and GOALS:
PRIORITY: Healthy Eating / Active Living
GOAL: Increase the number of Mahoning County adults and children regularly engaged in healthy eating and active living.
PRIORITY: Infant Mortality and Birth Outcome Inequity
GOAL: Infant mortality in Mahoning County will meet national goals and the disparity between black and white birth outcomes will be eliminated.
PRIORITY: Chronic Disease
GOAL: Fewer residents of Mahoning County will be diagnosed with diabetes and those with diabetes currently will experience reduced morbidity.
PRIORITY: Substance Use Disorders
GOAL: Decrease deaths from Substance Use Disorders.
Mission:
The District Board of Health exists to promote and protect the health of individuals and communities within Mahoning County. The Board of Health and staff pursue the goal of healthy people in healthy communities by working to fulfill these core public health functions:

Environmental Division Services
RABIES CONTROL
The Environmental Health Division investigates all reported animal bites and enforces the ten-day quarantine and rabies vaccination requirements for dogs and cats. The Board of Health and volunteer veterinarians offer pet vaccination clinics and carry out seasonal raccoon-rabies oral baiting with the Ohio Department of Health. BATHING BEACHES
The Environmental Health Division inspects beaches and collects water samples to ensure that safe conditions and acceptable water quality are maintained in the beach environment.
CAMPGROUND AND RECREATIONAL VEHICLE (RV) PARKS
The Environmental Health Division inspects and licenses campgrounds and RV Parks to ensure proper spacing, adequate sanitary conditions, potable water supplies, sewage disposal, and general safety.
COMMERCIAL SEWAGE SYSTEMS
The Environmental Health Division inspects commercial sewage systems serving small businesses.
FOOD SERVICE OPERATIONS AND RETAIL FOOD ESTABLISHMENTS
The Environmental Health Division inspects and licenses establishments where food is prepared, processed, manufactured, packaged, stored, and offered for sale. Health standards are enforced covering operation, maintenance, and sanitation to protect the public from food-borne illness. Mobile and temporary food-service operations also are inspected to ensure safe, wholesome food is served at festivals and fairs.
HOME SEWAGE SYSTEMS
The Environmental Health Division conducts evaluations of property for the suitability of installing home sewage systems for single, double and triple-family homes. The Division approves original and replacement septic system designs, inspects their installation, and inspects all septic systems before a home is sold. It investigates complaints regarding malfunctioning septic systems and enforces the abandonment of home sewage systems and connection to the sanitary sewer when it becomes available. Low-interest loans for home sewage system improvements and sewer connections are available from several local banks through a partnership with the Board of Health and Ohio Environmental Protection Agency.
MOBILE HOME PARKS
The Environmental Health Division inspects and licenses manufactured home parks to assure adequate sanitary conditions, safety, spacing requirements, and general nuisance abatement.
NUISANCE CONTROL
The Environmental Health Division and the Solid Waste Program investigate complaints regarding conditions that may be harmful to the health, safety, comfort, or property of an individual or the public. These investigations include garbage, refuse storage, insects, noxious odors, animal waste, sewage, and unsanitary living conditions.
PLUMBING AND DOWN SPOUT INSPECTIONS
The Environmental Health Division inspects plumbing installation and new construction for proper drainage of storm water to storm sewers or streams.
PRIVATE WATER SYSTEMS
The Environmental Health Division inspects the installation of water wells to ensure that a safe and adequate water supply is provided for residents relying on private wells for their drinking water.
REAL ESTATE EVALUATIONS
The Environmental Health Division conducts inspections of all private water wells and home sewage systems prior to home sale to determine the safety and adequacy of home sewage systems and water supplies.

WATER WELL TESTS
Low-cost bacteriological water testing is provided by the Environmental Health Division. This test is used to determine if water is safe for human consumption.

County Medical Programs/Financing:
Medicaid provides health care coverage to some low-income
individuals and families
Healthy Start/ Healthy Families, children up to age 19 and pregnant women with limited incomes are covered through Medicaid under Healthy Start or Healthy Families. Additionally, families with children under age 18 who participate in the Ohio Works First cash assistance program (OWF) are automatically covered by Medicaid. Families who leave OWF for employment are eligible for 6-12 months of coverage during that transitional period.
Expedited Medicaid covers pregnant
women while eligibility is being established for Healthy Start. To be eligible the applicant must submit verification of identity, pregnancy statement and proof of income. There is no face-to-face interview requirement and no resource limit.
HealthChek is a preventive health care program for those on Medicaid under the age of 21. Services include complete physical exams and immunizations, dental checkups, vision, and hearing screens
Medicaid Buy-In for Workers with Disabilities (MBIWD) Medicaid Buy-In for Workers with Disabilities (MBIWD) is an Ohio Medicaid program that provides health care coverage to working Ohioans with disabilities. MBIWD was created to encourage Ohioans with disabilities to work and still keep their health care coverage. No face to face interview is required for this program. Consumers enrolled in MBIWD do not have to pay a spend down, bur premiums may apply.
Aged, Blind and Disabled (ABD) Adults 65 and older can be eligible for Medicaid. Individuals of any age with disabilities, including individuals who are legally blind, can also qualify for Medicaid. In some cases, individuals can "spend down" their income to become Medicaid eligible. These individuals can use paid or incurred (as yet unpaid) medical expenses to "spend down" their income qualifying for Medicaid. The health care date may change each month, depending on the when the spend down amount is met.
Medicare Premium Assistance Program Individuals with low incomes who are eligible for Medicare can receive help with all or part of their Medicare Part B premiums, co-payments and/or other deductibles. Different levels of assistance are available depending on income.
Breast & Cervical Cancer Medicaid is available to women who have been screened for breast or cervical cancer through the Ohio Department of Health's Breast & Cervical Cancer Prevention Project and are in need of treatment. In order to qualify, women also need to be uninsured and meet the basic Medicaid requirements (e.g., income, Ohio residency, etc.). Women who qualify will receive full Medicaid coverage benefits not just cancer treatment benefits. Medicaid coverage ends when cancer treatment is completed.

- NET (Non-Emergency Transportation) provides transportation to medically necessary appointments, such as renal dialysis, chemotherapy, radiation, as well as routine doctor appointments. Transportation must be for non-emergencies and to a Medicaid provider.
Strengths:
Ellsworth has many nearby Health Care Services to offer. They have Primary, Secondary, and Tertiary Care facilities to promote the health and well-being of its population. With Ellsworth being in the Mahoning County, there are many opportunities that promote the health of their community, and also promote early detection to prevent illnesses from occurring. There are existing collaborations that address health and social problems such as the Mahoning County Board of Health. They look at the community as a whole and detect potential problems that could be debilitating to the community, and they initiate services to treat those potential problems from spreading by creating services in the community that gear towards a specific problem such as Mental Health facilities, Financial Aide resources (Medicare, Medicaid, WIC, etc.), Screening & Health Center (Pharmacies, Planned Parenthood, Tb Clinics, Hospitals, Ambulatory Care Centers, Urgent Care Centers, etc.). The Mahoning County provides many opportunities for health care.
Weaknesses:
Although Ellsworth has many great surrounding opportunities for Health Care, the community itself lacks those Health Care opportunities. There is only 1 Ambulatory Care Center, a fire department, and a police station. All other services our right outside of Ellsworth such as pharmacies, hospitals, doctors offices, etc. The closest hospital is 15 minutes away which is Salem Community Hospital, and the closest Trauma Center is 25 minutes away at St. Elizabeth's Hospital in Youngstown. Although there are many resources in the Mahoning County, the location of Ellsworth is still far in proximity to many Health Care Facilities, with all being over 5 minutes away.
